I honestly think everyone is strong.
This is the most well rounded the cast has been from what I have seen in any early stage of a game.

Same here. I do think Jamie and Luke might be on the weaker side tho. Jamie has a 10% damage scaling right off the bat and needs to sacrifice Oki to get actual damage, combo routes and moves. By the time you get 4th drink you might not even need the extra damage. He also has a hitbox problem on his best AA combo starter (crouch KK) who trades a lot or outright loses to strong jump-ins. Luke gets hurt by universal mechanics the most I think.

Luke gets hurt by universal mechanics the most I think. Luke has advancing normals with frame advantage on them. What makes him weaker? And how is he hurt the most by the mechanics? I think every character has weak spots to all of the mechanics. They just have to navigate them which is a challenge they will have to overcome to win. I didn't know Jamie had 10% damage scaling at round start. The Jamie's I played didn't do enough to where his tactics would stand out enough for me. I knew about his dive kick and approach but it wasn't enough for me to feel threatened but I know its good.

I agree that all chars seem strong. With the system of the game not being so "strict" I think tiers mean a bit less than they did with this game so far.
To me, Ryu and Guile felt like they were clearly the best they've ever been. Kim was super fun for a new character and the advanced tech being discovered made it seem she'll def be viable. Kens new style seemed fun but my only concern is I think his only overhead was tied to special and IDK if that will hold him back. Juri had a ton of options and 'felt like Juri' again.
I thought Jamie was weak at first, but one solid player towards the end of beta changed my mind. He seems like the type of character that's going to spark quite a bit of tech to up his game over time and has the tools to counter the mechanics of the game. He'll prob find ways to snowball and get stronger over time.
If I were to say someone seemed weakest, it'd probably be Luke, but he's still absolutely viable. I didn't spend much time on him, but his dmg seemed pretty low without using DR, making him feel more DR reliant than the rest of the cast. Needed the +frame from DR to charge his specials for decent combos, while other chars had the same damage for less meter.
Good players felt far more threatening than any characters did, though. Solid neutral and system mechanic usage could let anyone put in work.
